So, the next two I ordered (Wallace Economy and a Heavyweight Saffron) were both in a 40 and they're perfect.)
I have a SWK wool saffron and had just the opposite problem. Both my custom kilts at 36 and 35.5 fit fine, but my for my SWK 36 I have to use a strap hole larger than SWK says they measure to, and the hip strap is out to tha last hole. and still pulls the apron a bit. I may just do away with it completely.
SWK has a pretty standard waist to hip ratio. My 36 waist seems about a 40 hip. Next time I order I will talk to Jerry about the wisdom of ordering a 38 to get a better hip size and then move the straps and buckles.
