Those are the traditional loops that enlisted soldiers would use to hang the kilts overnight on a peg in barracks. Fold the kilt once or twice until the loops are together, then hang. My tank came with two rings as well, which I figured were some kind of hanger. Thanks, Turpin, for the explanation.
