My Celtic Craft Centre tank, the best of my lot, does not. It also lacks the third strap.
Belt loops and the third strap are pretty much ornamental on a well-tailored kilt... and you shouldn't be putting the kilt belt through the loops anyway. It usually pulls funny if you do, unless you've no hips at all and are using them to hold the belt up instead of the other way around.

I have loops on two of my kilts, but don't use them. My hips keep my belt and sporran in position. ;) Isn't the waist the smallest measurement?

Well, being a Thompson fan,
Belts should be worn with kilt, but not with westcoat. If worn with westcoat, then westcoat should be tucked under belt.
Tried it both ways, best without belt.
Belt loops are not for belt but sporran.
But since Scots tend to be notoriously independent, i.e., if they don't have anyone else to fight, they will fight each other, whatever you think looks good and is in good taste.

I started out gung ho for belts...but now I've come to prefer my kilts with straps - the hand sewns, FK Dress Model, USA Kilts semi-traditionals without the belts. Just the straps and a sporran...sometimes not even a sporran if I have a vest for my "stuff."
Do wear the belts with the USA Kilts casuals, UKs etc.
Think its because I'm fat and the belt and the belly sometimes fight for space.

My best-made kilt from Thomas Gordon, Glasgow, beautifully built by a recognized expert tailor, perfect fit (though I bought it second-hand), has no belt loops.
This has always puzzled me.

all o' ma Handmade Scottish tanks have sporran loops an 3 buckles...
