No you should wear complete class A uniform.
Also the greens clash.
Our troop will not even give you a Board of Review out of uniform.
If you want to wear the kilt with a scout uniform, go to the Scotland Scout web site to see the correct way to wear a kilt with a uniform.

Again google is my friend.
There is no easy way to find the information you offered our young man.
I looked into this thread because my grandson is a scout, and is surrounded by kilted men (Da, and grand Da.)
Our young man offered standard uniform with a dress tartan kilt instead of trousers. He needs a way to make it work. He needs more than "It clashes".
Not being a Scout leader I'm not sure what you terms of guidance are. I would hope that a question like this might be met with better than a subjective opinion.
