I personally love the houndstooth jacket and waistcoat with the kilt. Mixing patterns with tartan is a very traditional thing to do in Scotland, and I suppose in the UK at large, though I know here in America people tend to shy away from it. However, done with care and an eye for what tones well, I think it presents a very sharp and authentic look.
Notice in a few things -- first, no belt with the waistcoat. Second, in the last picture, look where his kilt pin is positioned.

Yes, the kilt pin was something I noticed too. Why do you suppose it's worn so high was it a fashion of the day?
