I NEVER wear a striped or pattern tie with kilt. This could change if I had a tie with some Scottish motif or some funny Scottish inspired design. If I had a tie with a cartoon of a wild haggis on it, I might wear it - I don't have one, so I don't wear one.
To my eye, acceptable or not, stripes don't go with tartan!
I wouldn't tell that to an ex-squaddie wearing his regimental tie with his kilt! 
As Bob Martin, in All about your kilt says, it's all in the "toning" of patterns.
