If you pin through both layers, the movement of the kilt will be effected. You want the kilt to move as you do! When sitting, walking, running, whatever, the kilt must move with you!

This and if you do get a great gust of wind there will be less chance of tearing as the aprons seperate. Pin only through the front apron, you are using the weight to keep the apron down.
