So, I emailed the lady with some questions. Here's her response.
Hello Ron,
Thank you for the question,I custom make the kilt liners my self, any size,fabric, or color.
I have in stock some 100% cotton black,natural and white, other colors are available in cotton, and also in a cotton/poly blend.
They are made with 4 gores, and i use 3/4" elastic in the waist, and a simple double stitch on the hem.
All i need is your waist,hip, the finished length you want, and the fabric and color, if i don't have it in stock, I pick up the amount of fabric required for the item from one of my local fabric stores.
I have been in business a long time, you can go to my ebay page and read my feedbacks, also on my web site www.gbkenterprise.com has a couple feedbacks, I have a lot of repeat customers, and ship international.
I have one Gentleman who has already purchased about 10 liners over a period of time, look forward to making some for you.
All my invoices and credit card purchases go thru paypal,i also accept US money orders,and checks.

Its still up on the Internet but from past posts a while ago, be cautious with this vendor.
Ironic, that such a sound concept meets with giggles from kilties. Much like a panted man's reluctance to try a kilt, then loving the freedom, I was reluctant but found they work well. Imagine the polysatin ones do too...though I wonder if polysatin against wool would cause some "slippin' and a slidin'?"

Don't buy from this vendor. He took my money and never delivered. Kept putting me off by saying he had a production problem untill it was too late to complain to Paypal then stopped answering emails.

Again, maybe it's just me, but I've never run into a situation that I felt I needed one, and why buy something I don't need?

My brother takes the boxers he no longer wears - he is a (virtually) full-time kilt wearer - and cuts through the connection between the legs to create a kilt liner. I guess it's easier on the family jewels when wearing a wool kilt.

What about a velco attached kilt liner on the back only... removeable to wash... hmmmmmm.... maybe a patentable idea?

I have considered cutting an old t-shirt, and wearing it low, but haven't done it yet. Seems to be the cost effective "Scottish" way to go!
I have old t-shirts - cost nothing to try.
