Jamie, yes why not! it's worth a try (perhaps)
with my scraps especially the cut out bit from the back of the pleats, I'm machine stitching them together in a random fashion, not worrying too much about the edges, just to make a heavy rug blanket type thing, it's early days, and most of kilts are in tweed type fabrics, If ever I finish it I'll post a pic!!

I just realized that I have a... quilted driving hat that has all kinds of tweeds and stuff on it. I don't know about making a hat just from scraps, but I don't see why a plain driving hat or something couldn't be pach worked over the outside in a quilt-like way. Just a thought, and good luck with all your projects everybody..
I tried to ask my inner curmudgeon before posting, but he sprayed me with the garden hose…
