My budget stretches to Stillwater, maybe Frugal Corner, and Sportkilt, sometimes to a Utilikilt, Kiltstore or KL Kilts. and am quite happy with those, but, of course I have to take what Tartans they have. Am not anticipating a hand sewn Kilt - way out of my Vow of Poverty limits.
