As a non-kiltmaker I had not heard this phrase so I enter my plea of ignorance yer honour! 
Alan H could well have a point about yardage and weight being deciding factors but I'm not prepared to unstitch the linings of my tanks to make a comparison. 
I am happy to accept and respect the decisions made by those in the know and make the kilts. 
On the flashes side I have IOS ones, obtained from Carse of Gowrie (Melville Kilts) on ebay for about £8.

I would bet that all your hand-made tanks are cut out so don't bother undoing anything.

I wasn't planning to undo anything. 
They are lovely and will compliment the kilt with various choices of hose.
