At first I thought it was a mistake, but on further inspection it is obviously meant to be there. So I was wondering; is this normal, why is it there?
It's normal - it's there to stop the bottom of the pleat from hanging too low and being seen sticking out - both my hand-sewn trads have this [goes and checks in closet...] and my machine-sewn causal has it...

oh, and a warm welcome to the forum from London.
