To give a direct answer to your question. From my knowledge and experience - no.
But I consider the kilt as a modern garment and as such any shoulder bag that you would consider using with a pair of jeans would work with a casual kilt; any shoulder bag that you would consider using with a sport-coat or suit would work with a dressy kilt.
I don't think that any shoulder bag should be used with a formal kilt. I would then load all the stuff in an appropriate colored stroller

I don't think he'll be running errands and spending time at the park with the wee one in a Montrose Doublet, or even PC for that matter!

I use this Warrior bag when the kilt is a wee to small for the extra gear. After all if it's good enough for Jack Bauer it's good enough for me!
