If the material truly is 7.75oz then it'll be fine for an x-kilt. You'll want to make sure to take care on windy days and you'll probably have to press it each time you want to wear it, but other than that you're ready to roll. And 6m for $11?! That's awesome.

6m for $11.00 is a great price for denim. 8 oz ( 240g/m)denim around here is over $2.40/metre. $ 1.83 per metre is indeed great.
