I do not have belt loops on my kilts. I own Craigie Originals sporrans and kilt belts. Craigie's kilt belts are lined with the loop half of a hook and loop fastener (similar to Velcro.) This causes the belt to cling (not stick) to the tartan. (I have never had their belts ride up off my kilt.)

When I wear a kilt belt, I use their sporran sling to attach the sporran to the kilt belt.The sling loops around the belt on either side of the buckle and keeps the sporran at the right height.

If I am not wearing a belt (as when a waistcoat is worn) I use their sporran belt, which rides comfortably on my hips. The leather belt does not rub on the kilt like a chain does.
