With regards to checked luggage, airlines require the bags be left unlocked so that suspicious items on the xray screen may be checked.

I think this only applies to the US. In Scandinavia and Europe, your bags may be locked. Airlines do advise travelers bound for the US to get the special locks that can be opened by the authorities.
