Quite correct. Waistcoats are often worn with jackets in Scotland and often jackets are unadorned with military "extras". In fact, all the gentlemen in this photo are correctly dressed. You will note that Maclean of Dochgarroch is the only one wearing a jacket with Argyll cuffs, scalloped pocket flaps and epaulets.
