Unfortunately worker #2 looks to have trousers rolled up under the kilt.

I noticed that, as well, and wondered if they'd just put them on for the photo, and would be returning to their normal attire once the photographer was gone. On the other hand, the fellow on the right end is wearing a belt, which suggests it's his actual attire for the day.
