There is the jacket by blacklader that goes with the kilt to increase the retrorefractive visibility. about 300 sq inches of it. with the kilt it is an eye-sore.
If you can't see it at some distance, your guide dog should.

I noticed that, as well, and wondered if they'd just put them on for the photo, and would be returning to their normal attire once the photographer was gone. On the other hand, the fellow on the right end is wearing a belt, which suggests it's his actual attire for the day.
