Thinking back, the only time any clothing I purchased came in a garment bag (even an inexpensive disposable kind) was when I purchased a sport coat or suit. I wouldn't really expect a kilt to be supplied in a garment bag.
Maybe people have different expectations depending on where they are from.
Most of the kilts we sell at museum are shipped out, but for those picking them up in store they either usually wear them out, or we carefully fold the kilt and give it to them in a shopping bag to carry home, with verbal instructions on how to hang it once they reach home to avoid wrinkles. Never had a single person ask for a garment bag.

This has been my experience with my kilts. Two were shipped from Scotland and arrived carefully folded up in a box. One was from Matt and as carefully wrapped as the two from Scotland. One was delivered at a local Games and it was placed inside a carrier/shopping bag. One was picked up a local Scottish shop and the shopkeeper had put it on a hanger. I've yet to receive any kilt or garment bag, or even a kilt hanger, with a kilt.
I bought a jacket and vest from HR and received it carefully folded up and wrapped in a plastic bag inside of a cardboard box. It was exactly what I ordered and their service was first rate (we exchanged several e-mails before I ordered).
