Dunno. Why would it be shocking? RMC is a multi-service college. Everybody wears the same uniform. The cadet in the picture may or may not be in a Highland reserve regiment (probably isn't). The scarlet uniform is for the most formal of events. Since his tunic is kilt-cut, he cannot wear trousers with it.
(A few years ago, they tried separating the uniforms of the three branches. To the surprise of nobody but the top brass, this led to an realignment of loyalties among the cadets. They are in the process of returning to uniform uniforms for cadets at the college.)
