But, with all due respect, those are dress instructions of a regimental association for those turning out for parade. It should not be taken as a restriction on what a civilian may or may not wear.

For example, in my former regiment, sgian dubh's were limited to Sergeants and up. Master Corporals, Corporals, Privates and Officer Cadets weren't allowed to wear them. That does not translate into a reason that a civilian can't wear one.

Even though we didn't have rosettes in our order of dress, it does seem like they'd be rather difficult to clean. Might be a good idea to steer clear of that headache in the first place.
