Lord Hamish, the Utilikilt Mocker is a "kilted" version of the Dockers semi dress trouser. A shirt, tie, and jumper or waistcoat is appropriate on this side of the salt puddle. It would not go down well in the U.K. IMHO, as gents tend to be more smartly dressed there.
