All I could come up with on the spur of the moment (at Jo-Ann's) was some medium weight canvas. The green in the tartan is quite bright and distinct and not easy to match! So I was limited. Their wool blends had nothing that was even close to matching. Someone has possibly got some scraps of the tartan for me though, so I'm hoping I can make him a proper pair soon! He needed some quickly because we are going on a cruise and he is wearing his kilt on the fancy dress night!

Colors don't always have to match!

I'd also like to point out that there's no rule that says that garter ties or flashes must "match" the kilt. Red flashes or ties are very commonly worn my Prince Charles and many others for casual and formal wear. Sometimes a splash of color is called for...but it sounds like you have things under control with a colorful green. Just wanted to offer an alternate view.
