I prefer silk ties in a rep pattern, or a solid color with a repeating pattern, i.e. small diamond, crest, or a small dot.

I don't own a tartan tie, myself, and wuld never have considered wearing one with a kilt, but ... last night for a semi-formal affair, kilted in Highland Granite with a charcoal Wallace jacket and vest and charcoal hose (pic on another thread), I wore (gasp!) Maple Leaf tartan flashes because they looked better than anything else I had, since the colours more or less matched my paisley bowtie. I think that I could have gotten away with a Maple Leaf tie, too. At the event itself, mine was the only kilt, but there were several tartan ties, mostly very bright, any of which might have worked with the all grey Highland Granite (or better still with any of the "shadow" tartans). Or is that just wrong...?

I wear my Douglas Modern tie when I am in the classroom, the students really like the look of tartan cut on the bias.

I'd wear a tartan tie (silk) with a suit, definitely. With a kilt, not so sure...definitely only with a vest. Wouldn't mind seeing more photos of kilt+tartan tie with a vest to break it up.

Not with a kilt, but I have one and it looks smashing with a button up shirt and a sweater, for work. Since I've mostly decided that wearing a kilt to work just wasn't working, the tie is the next best!
