My twin brother lives in New Orleans warehouse district and knows most of the good drinking establishments in the area. I asked him about any Scottish themed pubs and he couldn't think of any. He did, though, suggest Finn McCool's in mid-city, which is an Irish themed pub.
Their address and phone number:
3701 Banks St, New Orleans, LA 70119

If you're going to be near the French Quarter, you should check out MOTAC. The Museum of the American Cocktail. They hold seminars and stuff all the time. The best bartenders in the country come there and teach people all kinds of wonderful stuff about cocktails. My brother and his wife go to these things frequently and come away with information that you'll never find anywhere else. Secret cocktail recipes, new and exciting products, etc. They get to sample really high-end liquors too. And he's rubbed elbows with people like Freddy Noe of Jim Beam, Mexico's Tequila Ambassador (yes, Mexico actually has an ambassador for tequila), and dozens of other people I've never heard of, but are very distinguished in the world of alcohol. But they have an exhibit in the museum there in New Orleans that's fun to look at.
