I wouldn't know the particulars of the laws in each and every town in the country. But in following kilting, I have become aware of cases in different states where men were hassled by the police. It all depends on what the local laws are.
I think it's worth keeping in mind when someone wants to do a kilt check on the street, as opposed to having it happen in the relative privacy (and adult setting) of a bar.
