To me it is the type of kilt that would be worn to Scotland International Rugby games. Especially on an away day! It's the only time it would be halfway acceptable.
I wonder if the 'designer' is making one with a Welsh flag on it...

I expect wearing that thing would win you first place in the pride parade costume contest, and a part in the Village People reunion concert, all in the same night!
