I think it's just badly drawn, as many were in that era. It seems to be flopping about in the wind.

That's what I thought about it, too. Who knows if that gent was even seen wearing anything like it. I don't know that much about him other than what I read on the Wikipedia entry about him, so I wouldn't know if it was just a way for the artist to make him stand out for who he was supposed to be in the image.
