    Actually, the more that I look at the photo, the more I'm thinking that this kilt may have typical narrow pleats, but be pleated to alternate lines, mening the yellow/white stripes only appear on every other pleat.

    I see what you mean. I have never seen or thought of pleating in this way. For this tartan, it makes for a very attractive pattern!

    Has anyone ever seen this done before? What would you call this, "pleat to alternating stripe"?

    Yes, I believe you are correct. If you look closely at the photo it appears that the pleats are narrow and alternate, this is most obvious by looking at the lower part of the pleats.
