I'm told the April 6 Tartan Day idea was started in NY City as a sort of Scots response to St Patrick's Day. The Treaty was an important milestone in human rights etc and was a model for the Declaration of Independance. Tartan Day has been publicly celebrated near where I live in Ottawa Ontario for a few years now, so I take it that means the idea is spreading.
If I remember correctly, Tartan Day originated in Canada, and then spread to the United States.
