Yeah, I'm wrapping. The problem doesn't seem to be in the short row itself, I've got that worked out, but rather in the transition back to the plain stockinette carried over from the top of the foot.

You might try to k2tog with a stitch from the heel and instep. Hopefully that will take out the holes.
