If you have cargo pockets in your kilt do you still need a sporran?
Also, I would suggest dark blue hose. Your mileage may vary, but sometimes, even today flashes do the job of holding up socks. You may want to consider matching flashes, or Black if you choose dark blue. Are you planning any body armor under the kilt? That could be a cool look, Kevlar under the kilt.

My thought is: yes if playing paintball, to protect sensitive frontal areas, and yes, if you want to have a full kilt look. Otherwise with cargo pockets a sporran is obviously not as necessary as with a regular kilt. Myself I also wear a sporran with my UK in order to emphasise to the uninformed that I'm not a cross dresser- no doubt that is just insecurity showing.

Another alternative is to make your own xkilt in black. Add what ever you need where ever you wanted it. If you don't like it move it.

What about the compass kilt from Alpha kilts? Has the MOLLES and adjustable waist.

You should try to track down a Cold Steel Culloden or Mini-Culloden. They are out of production but turn up on Ebay occasionally. If the sgian dubh was current issue, this is what it would look like: "tactical" rubber grip and Kydex sheath.

Kind of a late reply, but I have an idea for flashes. I picked up some 1 1/4" ribbon, black with a jolly roger embroidered in every 4 inches, and had that intent. I'm not into the rocker look, more traditional, but I like to throw in stuff that people won't usually catch right off. Now if I could figure out what I did with it...
I also have 4 small POW/MIA patches I intended for this purpose, but they were just too heavy and flopped around.
Anyway, how about flashes in a solid color with some embroidery. A lot of places would do it cheap or free for a police officer. (Some may charge double.) Perhaps one half of each pair could have a badge and the other "(blank)PD", or two letters on each flash if it's a four letter acronym(SFPD for example) or "To Serve" on one and "To Protect" on the other, "SW" "AT", you get my idea.
The grass is greener on the other side of the fence...and it's usually greenest right above the septic tank.

Maxpedition Monkey Pouch makes a great sporran IMO.
I have one, and it holds everything I need while kilted.
