When it's a formal do and hot out, women can get away with no sleeves and an open neckline (even no back). In winter women can be dressed from neck to heel, even in fur. What do men ALWAYS get... suit coat and (if we're lucky) a kilt.
AND you get polite pulls from many a flask????
WHO thought up this arrangement anyway? JK
