That's the Cockburn tartan, and appears to be a pretty light weight cloth. It doesn't have any lining, and as the pleats are not cut out, I would suspect this would be a fairly low yardage kilt. I can't tell from the photos, but I would guess this was machine sewn as well.
I agree with New Englander -- it may be "pre-owned" but I wouldn't describe it as "vintage." The style of kilt pin is definitely modern.
