While they sometimes used small amounts of explosives to get rid of these things, that is rarely done at the scene and certainly not next to the support for a bridge. What they more than likely used was a water canon which tears apart the object and disrupts any electronics or explosives.
For some reason, every time a bomb squad gets to blow something up, I envision them picking up a case of beer, a couple sticks of dynamite, and a large slingshot. Really, how often do guys have a legitimate reason to blow stuff up? Particularly, blow stuff up and get paid for it, rather than having someone call the cops? 
That would be more fun, anyway .
