First of all I would not wear a dress. I would wear the kilt. 
I would not risk your job over your attire. Check first and see if any overseers will be ruffled.
Wear it with a short sleeve dress shirt and proper hose - something light-weight but dignified with flashes. You can wear the shirt open at the neck or with a tie depending on what the office culture requires.
Do it with dignity, head held high and a big smile. Remember: 97% of women like men in kilts!

Lol yes, kilt over dress always! ;-) And I cleared it with my supervisor, but I still may need to clear it by some others. Wouldnt it go against EEO or whatever to deny me the right if it be a heritage thing?

Get it cleared ahead of time--trust me on this one. I had no problem getting the 'ok', but I HAD to go through the process. And, yes--it is considered 'ethnic' clothing in our regs with my little part of the government. Get it cleared ahead of time, wear it well the day of and enjoy it. Who knows--you may even be asked to become part of the "Diversity Workgroup" because of it--like I did

No question of April sweating here, more one of snowmelt splash on the way to work. Or possibly real snow.

I have to agree, depending on the work culture.
If wearing a kilt to work would be completely unexpected, I would at the very least let your supervisor know that it is your intention to wear a kilt on National Tartan Day. You might do so by informing your supervisor of the significance of National Tartan Day and how it was established to recognize those of Scottish decent and thier contributions to the United States. Chances are they will be very accepting and interested.
Just my 2 cents.

Sorry...by the time I finished my previous response, I just noticed you already informed your supervisor. I wouldn't worry too much about others if your supervisor is okay with it.

It's alright, I am basically sitting here refreshing the page and posting so it's expected haha. Anyhow, I totally agree with you guys. Although, it's a tragedy I have to ask before I wear a kilt...alas, such is life.

I worked for several years at the United States Senate. I always wore a kilt on National Tartan Day and never had any issues. My usual work attire was coat and tie so I wore semi-formal daywear. Just match the level of dress that you normally wear and you'll be fine.

I am having the same delimma. I want to wear my kilt to work as well on National Tartan Day. I just can't imagine my boss(es) being alright with it. I have to admit, however, that I haven't even bothered to ask...yet
