While I wear my flashes or ties with the center at approximately the center point between 3:00 and 12:00 on the right leg (and the same relative position on the left leg), there is no law or requirement to do so. At the very worst it's a minor thing.

With all due respect, and as a native Scot who has at time been subject to dress regulations, this is strictly your pet peeve and neither law nor general regulation.
Flashes came from garter ties which came from holding up Cadagh and you tied them however you were personally most comfortable.
As a dancer I like to have mine at roughly nine and three because otherwise they flap around and distract from the dancing and footwork. And since I wear garter tires rather than flashes they are also far easier to tie at that position.
You've definitely struck a nerve with your post and come in sounding outraged and as if you have some right to tell people how to wear their clothing. (And what has living in Canada rather than America got to do with anything? We could have guessed from your spelling of Centre and no one would have judged you by it. There seemed no need to point it out.)
Perhaps if you had come in and started a more polite discussion on why that is your personal preference and your reasoning for choosing to stick to military dress regulations then it would not have come across so badly.
From your avatar image you seem to be wearing a 'jacobite/ghillie' style shirt with some sort of piper's plaid or other kind of wrap.
From what I know of the dress regulations and from 'customary and historical wear' sorts of rules that's a big no no. But you are obviously happy and comfortable in it. So do I have a right to tell you that you should stop doing it?

Indeed, Well said, Quite Right, etc..
Establishing one's credibility in matters of telling people how to wear their clothing here takes hundreds of arrogant but polite posts, photos are not required though.

My flashes go wherever I chose to tie them, I am not mo have I ever been in the Royal Rgiment of Scotland so I will not let them chose how I wear my clothes.
When I wear flashes or garter ties I try to have them at about the 3 an 9 o'clock position I don't really know why but I do. I don't mind where anyone else does but that's my preference.

I wear garter ties, not flashes...
that said, I do wear them somewhere around 0030 and 1130. This is for two reasons:
1) my calves are wide enough that I don't need the extra bulk of the tie knot at the outer edge of my calf, and the channel between the shin and calf muscle makes a handy "knot slot"
2) I think the ties look best there.
Welcome aboard, although you might find it best not to shout orders at people on your first day.

Steve, you are not approaching this weighty matter in the serious thoughtful manner it obviously requires!
