Very well could be. I recall that they were referred to in the original caption as "the famous Cork Pipe Band".
Jim Driscoll (1880-1925) was also known as "Peerless Jim", a former featherweight boxer (his career spanned the years 1901 to 1919). He was very involved with the Irish community in the Newtown area of Cardiff.

Seated on the right in this picture of some Fianna Éireann members is Irish patriot Con Colbert, wearing a saffron kilt. Colbert was a teacher at St.Enda's school. He was executed for his role in the Easter Rising.

Earlier in this thread I posted three photos of some kilt wearing students from St. Edna's. As I recall none followed Colbert into the Easter Rising.
Just above those photos I also posted a photo of Commandant Thomas Ashe, who occupied North County Dublin at Easter 1916 for the Irish Republic.
