Thank you. Looking at this image I'm not so sure that it is tweed. It looks to be a small hound's tooth type check that is probably a naturally white and black/navy blue but the lighter colour could easily be red too as that is often how R appears in a B&W picture. Oh, and what little I can see of the jacket looks to be from the same cloth.
For me the main criterion for a tweed is that it is woven from a mixed yarn (I'm wearing my Hodden Grey as I write which is tweed and not tartan despite it sometimes being called the Elcho Tartan) and this seems to be solid colour yarns.
I've just inherited an old blue and white shepherd's check joined plaid that is very similar. It's seen better days but so have most things that are 150+ years old.
It's difficult to be sure but the kilt appears to be hemmed which would not be unsurprising for that period & age of the wearer..
