It was pretty common in those days (1880s) for American children (at least the children of people with money and time on their hands) to be photographed, and go out in various types of interesting outfits, Highland, sailor, velvet Fauntleroy suits, even cowboys and indians. Most of FDR's boyhood photographs seem to show him in sailor suits. Until he was 3 or 4 he wore what would seen today to be dresses, a custom of the day for boys from affluent families.
