Things discussed in PM are usually done so for a reason... so they're not publicly aired on a forum. If Den has a question for Steve, perhaps it's best to ask Steve.
I'm not defending anything said in PM (as I wasn't privy to the PM, nor do I wish to be), just pointing out that it was a PM, not a general post.

I guess I assumed that it was not personal, but more of an "off-topic so that's why it was PM'd rather than put in the thread" type situation.

If this is the third go, something has GOT be wrong. Off measurements? I've never seen a custom fitted kilt hang like that.
Edit: I went back and searched... it is the third attempt. Did it straighten out after a hang and a steam? Because this pic was shot 'right out of the box'. It would be unfortunate to base this thread entirely on the kilt being 'off-kilter' from shipping. 
The last I saw it was a second attempt as well! I saw the dismal first attempt and thought the second was a great improvement but if this is the thrid! I am sorry there is something wrong with the the maker.
I would have thought regardless of price that three tries would end in a reasonable kilt.

In all fairness, I believe I should post my recent experience with TartanWeb (TW).
After reading on XMTS about several pleased customers, I bought a casual kilt in the Kerr clan tartan before Christmas based on TW's eBay special. About a week or two later, seeing another tartan that I liked, I had no hesitation in ordering a second, hand-made kilt for a slightly higher price than the casual. When the casual kilt arrived, I was very pleased with the construction (including the very even bottom); however, I had issue with the length, which prompted several emails regarding the understanding of the use of a rise. Regardless, I chose to keep the Kerr kilt because the length, although not ideal, was acceptable; however, I had already ordered the hand-made and quickly followed up with an email clarification that I expected a rise in the construction; in other words, a slightly longer tank. TW indicated that it would make the correction without issue. Apparently in an expedited fashion, I received my hand-made just yesterday and I am very pleased with the construction, including the length and the very even bottom.

My guess is that the kilt was made by someone that Tartan Web contracts with - rather than a Tartan Web employee - correct me if I'm wrong.
The key fault seems to be lack of oversight - whether making standards clear to the contract kiltmaker or INSPECTING the kilt for defects before shipping it out to the customer. Basic quality control is expected by the customer.
Dealing direct with a kiltmaker - preferrably a kiltmaker who puts THEIR name on their garments, rather than a middleman, would likely eliminate much of the risk for such errors.

You are right Ron but unfortunately for some companies that will never happen.
I'm not talking about Tartan Web. Just big companies that use contractors

Just a kilt n00b perspective should some future searcher dig this out of the archives.
I am not qualified to render an opinion about why the pleats on the kilt pictured look the way they do.
However, I can afford one nice handmade tank this year, but it will be two or three years before I can afford another one. If you are in a similar situation, I encourage you to just buy a cheap PV about your size and wear it around a few days _before_ you commit to tank measurements.
My under $100 fitting kilt got here about four days ago and it was money well spent. I had to move the buckles and it is a bit long, but wearing it around the house lets me get used to where it hangs and how long I want it and so on.
What I have found is the fool thing moves around. If I go have a big lunch, it rides differently and hangs differently.
For n00bs to kilting, buy a cheap fitting kilt first and wear it a few days before you get your measurements so that if you do get in a fix like this you know it isn't because you didn't know what you were doing when you measured.
We now return to the thread already in progress.

AKScott, welcome to the forum. Glad you're enjoying your new, inexpensive kilt.
As for the kilt pictured, it's not about proper measurements. The fit at the waist is good; length good. The problem is in the construction.

I have to object to the notion that if a cheaper kilt is purchased poor workmanship is acceptable. Workmanship should be fantastic no matter if a kilt is $50 or $5,000. The cost only should effect the cloth quality the cloth meterial ie wool vs. PV and the amount used. If you cannot produce a quality made kilt at a low price than don't make kilts for that price!! I think it's outrageous that some think this kilt is acceptable at any price!
I used to sell advertising for a magazine. I had many clients run the same ad in highend quality magazines as well as cheap newsletters and flyers. Both were effective. Why? It was because the ad designed was thoughtful, well designed and attractive. The cost between the many lines of advertising change drastically but the quality of the ad remained high and were effective.
A kilt should be made with thought, it should be well made/designed and attractive. Regardless of the fabric or like in my illustration the paper it is printed on.
