Double Breasted waistcoats may be unusual for kilts, but I believe they are readily available as formal wear in the UK. Pakeman, Catto & Carter offer them for those willing to spend 75-100 GBP. They have also been worn as daywear- I believe in the 19th century... They usually have a straight-cut bottom, which ought to do well with a kilt.
