On the Scottish Register of Tartans website (and most elsewhere) the wide yellow stripes are shown running horizontal. However, the Celtic Croft website has a photograph of a man wearing a Morris of Wales kilt outfit with the wide yellow stripes running vertical.
The swatches often are sideways which can be an isse for the Welsh tartans. The dominant stripes in the cloth run VERITCALLY, not horizontally on a finished kilt.

I recently remembered another blue and yellow (and black) tartan: Kazakhstan Relic. The good news is that it's apparently roughly 4000 years old, so you won't have to worry about copyright restrictions. The bad news is that it would most likely require a custom weave.

Here's a photo I took last weekend which shows the Univerity of California Riverside tartan to much better effect:

It's an amazing tartan. The blue is so rich and vivid. And the 'gold' portion really gives a gold look, though of course it's done with yellow white etc.

As I pointed out before, blue and yellow when mixed normally results in green and it's a danger to anyone designing a "blue & gold" tartan.

The designer(s) of the UCR tartan avoided that, I suspect, by moving the blue to the purple end of the scale, the yellow to the orange end of the scale, putting them more or less opposite on the 'colour wheel' so that when mixed they become a neutral shade.

(Something tartan designers must keep in mind, because each colour appears in its pure form but also appears mixed in equal portions with every other colour present in the tartan.)

Rocky already mentioned, but I'd like to reiterate that the Oakleigh tartan is a really nice Blue and yellow one. Here is the tartan in P/V from Marton Mills in the form of a USA Kilts Semi Traditional.
