Once you get above the 90s, it doesn't really matter what you're wearing. It's too hot. Lately, we've been reaching 100, with humidex, and I'm as comfortable in my wool kilt as I am in anything.
Riverkilt is right, it's more the shirt that makes a difference than the kilt. So, pick whatever you like and hydrate.

Second:
I wear 16 oz worsted wool box pleat kilts in hot and humid, South Carolina, USA. I find my kilts COOLER than my SHORTS! I also wear traditional height WOOL hose (I LOVE the Lewis ones at the Tartan Museum).
Today, I drove my CONVERTIBLE Miata, top-down, LEATHER seats, at HIGH NOON to ONE (hottest time of day), and didn't even use that A/C! I was driving cross-country and was comfortable.
A WORSTED wool kilt (esp. in box pleat) should be fine. That's what I prefer.

I'm from the High Desert of California... average summer temps are 105-110 degrees... When it gets that hot it doesn't really matter what you wear, but so far, I've been much more comfortable in my kilt than I have been in pants or shorts. Even with extremely high temperatures, a kilt is far more bearable than anything else.

I live in Southern California, USA, and I find that my full tanks only get used in the winter months. From sort-of June through September I wear my light weight ones. Some wool, some blend, two even in cotton.
But like all have said above, the kilt is cooler than shorts. One point of concern is sweating under the belt. Make sure that you have some sort of liner and wear a shirt, or you will have to clean your kilt more often, as they may soke up the body moisture. In general I find my kilts stay cleaner than shorts or pants, but then again, here these past few years I am wearing shorts and pants less and less.

While I do wear my kilt in the summer, I respectfully disagree with the collective. Indoors they are great. Between the car & the house, OK. But a high rise, heavy wool kilt sweats me. Now my non trad is wonderful. No rise, nice breeze.
