As a twenty + years Corrections professional, in my humble opinion, the less skin my staff exposes, the safer they are. I don't want to see staff exposed or being exposed to more things than you can think of while on the floor wrestling with inmates, be they kilted, females in skirts, or staff wearing shorts. Long pants are not the most comfortable, but barring a full body suit, they are the safest.
As for visitors and professonals (attorneys, clergy, etc) they can wear shorts, so I can only assume that kilts are allowed. So far, no one has tried it. My husband has come in a few times kilted to see me, and the inmates just stared. The staff thinks he is cool.

Good points, didn't mean that staff should be kilted...well, maybe on a minimum yard like a DUI yard or something...was thinking more in terms of sort of adjunct staff, contractors, volunteers..

I looked up a couple of Alaska institutions dress codes for visitors. The specify that men must wear a shirt and trousers. This was common through the institutions I searched.

Some excerpts from ADC (Arizona Dept of Corrections)policy:

1.15.6 The dress code for male visitors (age eight and over) is:
1.15.6.1 Shorts shall be knee length, when standing. Jogging shorts, cut-offs, or hip huggers are prohibited.
1.15.6.2 Shirts shall be worn at all times. Muscle shirts; sleeveless shirts; tank-style shirts; mesh shirts; or shirts that display bare midriff are prohibited.
1.15.6.3 Undershorts shall be worn at all times.
1.15.6.4 Shoes shall be worn at all times.

You can peruse their site, but I suspect kilts are not addressed, and would need to be worked through appropriate channels.

In the prison where I volunteer to do music and devotionals we are not allowed to wear shorts. I don't think that I would be able to get past the gate in a kilt. It would be great to be able to wear the kilt to the prison but sadly I am not.

Several years ago, I was with a group of pipers that did a show in the Halawa prison in Hawaii - all were kilted, no problems. The seperation between performers and inmates was extreme, however and the guard presence same.
