SWK offers a nice belt/buckle combo for a reasonable price. Order one with the kilt.

good list, but I'd leave the dirk off the list. Not much use or reason to have one for most folks, I think.

Maybe we could make it style specific. A list for Highland Dress, and a list for Contemporary. I think the two deserve their own.
Since it seems to me the Highland Dress is what has been started, I'll start the contemporary list.
Contemporary Basics:
Kilt
Belt
What else for a contemporary/modern/non-traditional look?

I think belt and buckle should be on the first run list, particularly since most of us buy our kilts sight unseen, certainly not tried on, and there is some variability in fit that can be accomodated with the belt. Also then gives you the option, depending on your body habitus and style choices, to use either sporran hangers or a sporran strap/chain.
Agree with dropping the dirk, unless you are at something pretty fancy, as it is purely a non-essential piece of bling. Sgian dhub could be optional for most folks outside of pretty specifically celtic situations.
I am surprised nobody mentioned a flat cap? ;-} Just kidding...

Sporran still goes on this list I think.
I guess it would be an optional if you have a modern with pockets.
If you don't want a large leather sporran, you can opt for the smaller cloth type.
If you want a leather, but want a cool modern look, have Donnie at Wyvern Leatherworks hook you up with something like his Punisher Skull Sporran.

I need to get some cool Jersy's.
I picked up a couple rugby shirts on sale at Old Navy.
Mostly, gotta agree with Big Mikey here on the attitude!

Get a plain waistcoat and wear it with a collar and tie. I'm not in the US but there were several threads on here of late discussing reasonably priced waistcoats available from Target. They seemed very nice and not too expensive.

To me, the barest of bare essentials are:
(1) kilt
(2) sporran
and then
(3) the belt
(4) kilt hose
