My shirts hang over my waisteline. But, I'm a woman wearing a mini-kilt...different story.
If it's casual (t-shirt, sweater, etc.) I wear it over. Formal occasions? Always tucked in. It's pretty much the only thing my kilt and pants have in common.
How does your kilted wasitline work? It expands.
If I'm wearing a hoodie or something with the kilt, it's over the waistband of the kilt. I usually tuck a t-shirt in, unless I forget.
It depends on what I am wearing. I am also a bit on the larger side, so t-shirts don't get tucked in. Sweaters are always outside though. Fancier shirts get tucked in... but those are few and far between.
