Just a quick comment on alterations. Anything of major proportions, such as converting a sport jacket into a Crail or Argyle, or any other type of kilt jacket is going to be extremely labour intensive. If you are doing it yourself to save money by investing your time, fine, go for it. If you are expecting a tailor to do it, be prepared to pay more than for a jacket built from scratch!
I have advised in a previous post, for the person to rent an Argyle to let the tailor see what is involved in making a custom fitted (bespoke) kilt jacket.
Another possibility is to contact the costume department of any largish University with a graduate degree in Theatre and get in contact with the person who teaches costuming. You might even get a break in that they can use the project as a teaching aid.
