I'm pretty lean and definitely get cold easily.
For me, the 22 oz. MOD kilts and heavy wool hose do the trick. Keeping your head warm helps a ton too.

I was walking around campus the other day. The temp was hovering just above freezing, but the strong winds made it feel considerably colder. I was wearing over my regular shirt an extremely heavy woolen sweater I have that really is too warm to wear on any but the coldest days here. I had a wool hat on that my wife knit for me. Thick hiking socks, and hiking boots. And pants.
And the only part of my body that was cold were my legs, because all I had between them and the elements was a single layer of cotton. I couldn't help but think how much warmer I'd be in my kilt. Even in one of my four yard kilts I'd have two or three layers of heavy wool from my knees to my waist. And I'd have on thick woolen socks from the knees down, keeping my lower legs much warmer than they were.
The only part of me that would have been exposed to the cld would have been my knes, and if I wore my tweed Inverness cape, those would be covered, as well -- plus I'd have another insulating layer over my entire body.
Yet whenever I wear my kilt in cooler temps, I still get the, "Aren't you cold?" comments!

Hmm, my 16 oz kilt keeps everything warm in the frosty weather of Scotland (even when "true Scotsman"). My hose keep the legs warm. The only cold bit of me is the knee area between where the kilt ends and the hose begins.

I returned from my normal Sunday morning walk up Hatton Flight a couple of hours ago, temperature around 3 Celsius, I am wearing a plain black '8 yard' PV cheap kilt and my hands got cold!
Mind you, I was not taking it easy going up or down, the intention, after all, is to get some exercise. I have not yet tried the walk in these temperatures in a woollen kilt mainly because I do not walk to get a good kilt muddy.

Like Chefdave, I am slender, + 66 years old & the cold has started to affect me more.
IMHO, there is NO warmer kilt, than a MOD. ( the HEAVY wt. wool + the high waist. ( I also suggest "mid knee") I own 3 + one more after the 1st of the year. Wearing one of these + Good heavy wool kilt hose (or 2 layers of hose), wool head gear, & jacket, even below freezing, you will be "toasty"
I realize that finances can be a deterrent to getting this "grade" of Kilt. Here are some ideas.
1.EBAY - MOD Surplus - Although it is getting harder to find, they are still out there ( about 6 mo.s ago, I got a MOD Black watch ( unissued) for under $300.00 including shipping (would be less now because of the better USD to GBP rate.)

Also note he offers "MOD surplus".

Utilikilts have some really tall (thigh height) socks that will do alright when your outside and casual.

Matt Newsome makes a very good point about the yardage of a wool kilt. Even a 4 or 5 yard wool kilt can be quite warm. For, example, we are having snow flurries right now with a wind chill factor of 27 F, and a WNW wind of 12 mph. I'm wearing a 16 oz. wool 5 yard kilt with wool kilt hose, and have been outside several times today for 15-30 minutes at a time. With a wool flat hat and winter jacket, the only thing that gets cold is my nose.
